The Air Force Tenant Satisfaction Survey Begins in March
At a time when everyone from your hairdresser to Amazon asks you to “tell them how they did” or to “review this or that,” it’s very easy to get “Survey Fatigue.” But some surveys are much more important than others, and this is one of those surveys: The Department of the Air Force’s Tenant Satisfaction Survey.
Why? Because the results of the Tenant Satisfaction survey directly impact the day-to-day operations of the housing communities where service members and their families live. The Air Force uses the feedback to improve the experience of service members living in privatized and government-owned housing and to better understand service members’ concerns.
The surveys are administered by a third-party firm, allowing service members and their families to offer truthful and anonymous feedback. The surveys will arrive via an email link, this year starting in March.

Staff Spotlight: Keith Conner
We’re excited to introduce Keith Conner, our Facility Director, whose journey is as dynamic as the communities he has helped lead. Born in West Virginia and shaped by a childhood spent moving across the country - from Ohio and Florida to Virginia and the Carolinas - Keith brings a broad, people-centered perspective to everything he does. Those early experiences, including attending three different high schools in a single senior year, fostered a deep appreciation for diverse cultures, backgrounds, and life experiences. After spending time in Atlanta, Keith has proudly called Tampa home for the past 10 years.
With nearly 26 years of experience in multifamily and property management, Keith’s career began at just 18 as a groundskeeper in Charlotte, North Carolina. Through hard work and dedication, he steadily advanced through roles including Maintenance Supervisor, Regional Maintenance Director, and into construction and development leadership. Along the way, Keith helped build multiple ground-up luxury communities, managed capital improvements and maintenance operations for a nationwide portfolio of up to 25,000 units, and earned multiple General Contractor licenses across much of the Southeast. His career is defined by growth, grit, and a strong commitment to excellence.
Outside of work, Keith’s passions are just as impressive. A lifelong animal lover, he currently cares for a household of about 13 pets, ranging from dogs and cats to goats and birds. In addition to his full-time role, Keith supports a meditation center in Safety Harbor as an administrative manager and part-time teaching assistant. In his free time, he enjoys sci-fi, fantasy, and anime, is an avid Lego builder, and spends time restoring classic cars, most notably a 1973 Corvette he hopes to have back on the road this spring.
When it comes to leadership, Keith believes there’s no one-size-fits-all approach. Instead, he adapts his style to resonate with others in meaningful ways, with a strong emphasis on servant leadership. Guided by advice such as “Don’t sweat the small stuff,” “Inspect for what you expect,” Mister Rogers’ reminder to “look for the helpers,” and Maya Angelou’s words that people will never forget how you made them feel, Keith leads with fairness, integrity, and humility. By celebrating daily wins, especially during high-stress times, and helping team members connect to the “why” behind their work, he keeps motivation strong and teams moving forward together. If there’s one word that best describes Keith, it’s fair - and it’s clear that fairness, service, and genuine care for people are at the heart of everything he does.

February 9-13: Hearts in a Jar
We were hoping to spread the love this Valentine's! Starting Monday, 2/9 residents will have the opportunity to submit their guess as to how many conversation hearts are in our Valentine jars (one for adults and one for kids up to 16!) - the closest guess will win the jar and all its contents, along with a $25 Visa gift card! You have until 12:00 PM Friday (2/13) to cast your lucky vote, and the winner will be announced the same day. The jars will be posted to Facebook and will be on display in the Welcome Center lobby, so feel free to stop by for a better view and a stronger guess!
Playground Closure and Upcoming Repairs
We would like to inform you that two of our playgrounds, Spitfire and the small park behind Heritage Cove next to the tower, within the community will be removed due to safety concerns identified during a recent inspection. The safety of our residents, especially our children, is our top priority, and this action is being taken out of an abundance of caution.
During this time, repairs and improvements will also be made to several of our existing playgrounds to address wear and ensure they meet current safety standards. These repairs will include inspections, replacement or repair of damaged equipment, and general maintenance to improve overall safety and usability.
We understand that playground access is important to our families and appreciate your patience and cooperation while this work is completed. Updates will be shared as timelines are confirmed and once work is completed.

Landscaping Schedule
New Resident Portal Coming Soon
We are excited to announce that Harbor Bay is transitioning to a new property management software system. This upgrade will provide you with a brand-new resident portal, RentCafe, that will replace the current LOFT resident portal. Please note the following:
The LOFT payment portal access will end on Friday, February 27th. Online payments will resume once the new portal launches at a later date where you will once again be able to make payments online via the RentCafe portal after creating a new account. At that time, we will notify you and provide instructions on how to create a new account and submit payments through the RentCafe portal.
Credit and debit card payments will not be available until the new portal is active. We will notify all residents as soon as this feature is restored. During this time, rent payments may be made directly at your Community Management Office by check or money order.
All routine, urgent, and emergency service requests must be placed through Milli, our AI assistant, by calling 813.840.2000. Milli is available 24/7 for your convenience.
Once the new portal is active, you will receive a notification with login details and instructions.
We appreciate your patience during this transition and apologize for any inconvenience this may cause. If you have any questions, please don’t hesitate to reach out to your Community Management Office.

Take advantage of our Deployed Spouses Program, which provides additional support to families experiencing deployment during their time living at Harbor Bay. This program offers extra support to these families for small household tasks, such as lawn maintenance, hanging up home decorations, and other miscellaneous “to-dos” around the house. EV Charging
Do you have an electric vehicle? If the answer is yes, you may be interested to know that MacDill has a unique partnership with TRO Energy Solutions (TROES) as part of our commitment to sustainability. TROES can install Level 2 EV charging equipment right at your home. The equipment is tested and maintained by TROES, and residents can use the chargers with ease through TROES’ ChargeTime app. Consult your welcome packet for all the details, or call our office for more information.

LOFT Living Residential Portal
We are pleased to share a new, enhanced resident portal, LOFT Living, that offers residents a one-stop shop to submit routine maintenance requests, pay your rent online, access community documents, and learn about community updates and announcements. All residents’ information, documents, and previous interactions have been securely transferred to LOFT Living.

Tip: The portal is the fastest way — your request goes directly to our technicians, and you can track progress in real time. Please note, however, that Emergency service requests must be called in to the Maintenance office directly.
